This is the supplier's call and is confirmed when the rig is offered. HDD rigs are almost always hired with an operator, a locator and a mud technician, because steering the bore and managing the drilling fluid need a trained crew. Any operator needs a valid licence for the machine class.

Permit requirements vary by the road or utility corridor being crossed and by emirate, and the crossing owner's approval is normally the contractor's responsibility rather than the rig supplier's. Confirm the permit position with the project's authority and tell the supplier which approvals are in place when requesting the quote.
