A boom truck carries a telescopic or articulated boom on a truck chassis, so it can drive to site, extend and lift. Capacity varies with the model and falls as the boom extends. The supplier should provide a load chart showing weight at each radius. Give them the heaviest item, its weight and the distance from the truck to where it must be placed.
Whether the truck comes with its operator is up to the supplier and is shown on the listing or agreed by phone. Boom trucks need a trained operator, and lifts on construction sites need a lift plan, so ask who prepares it and who supervises the lift.
